Different decisions need different levels of evidence. SVT offers three levels of engagement, from feasibility and first-order estimation to full person-level modelling. Scope and fees are confirmed after we understand the decision, available data, scenarios, reporting requirements and timing.

Understand Your Social Value

Scope: Introductory advisory engagement

You want to know: What does social value measurement mean for my organisation? Is it feasible? Where would I start?

What you receive:

  • Initial consultation (up to 60 minutes) to understand your context and evidence needs
  • Plain-language briefing on social value concepts relevant to your sector
  • Assessment of your data readiness and measurement feasibility
  • Written recommendation on next steps (1-2 pages)

Timeline: 2-4 weeks from engagement

Best for: Organisations exploring social value for the first time. Boards needing a briefing before committing.

Tier 2

Estimate Your Social Value

Scope: Fixed-scope estimate using available data

You want to know: What is the approximate scale of social value our organisation creates? Is it significant enough to warrant full measurement?

What you receive:

  • Review of your existing programme data, outputs, and administrative records
  • First-order social value estimate using your data and comparable benchmarks
  • Identification of data gaps that would need addressing for Tier 3
  • Summary report (8-15 pages) suitable for internal planning or board discussion

Timeline: 6-10 weeks from engagement

Best for: Organisations with existing data wanting a defensible estimate before committing to full measurement.

Important: Tier 2 is an estimate, not full evidence. It can guide scale and direction; Tier 3 is the full person-level evidence product. We are clear about this distinction because your credibility depends on it.

Tier 3

Evidence Your Social Value

Scope: Tailored modelling and evidence engagement

You want to know: Full person-level evidence you can defend: compared with what would likely have happened anyway, clear about assumptions, and suitable for board, regulatory, or academic scrutiny.

What you receive:

  • Full engagement using SVT's three-step methodology (Understand → Measure → Demonstrate)
  • Person-level modelling using ONEMODEL - hundreds of topics in one connected model
  • Distributional analysis showing who gains, who loses, through what channels
  • Monetary equivalence with declared valuation assumptions and sensitivity testing
  • Final evidence report (30-60 pages) with methodology, distributions, sensitivity, technical appendix
  • Executive summary (2-4 pages) suitable for board papers, investor communication, or policy submission

Timeline: 4-6 months from engagement

Best for: Pension funds, governments, investors, and organisations requiring evidence that withstands independent challenge.

How Engagements Are Scoped

SVT scopes engagements based on:

  • Population size - how many persons are modelled
  • Data availability - whether existing data is sufficient or primary collection is needed
  • Scenario complexity - number of options modelled and comparison cases
  • Reporting requirements - level of detail, sensitivity testing, and deliverable format
  • Timeline - standard versus accelerated delivery

A scoping conversation clarifies these factors before scope, fees and deliverables are agreed.

What You Will Never Encounter

  • Hidden fees - the scoped price is the price
  • Ambiguous deliverables - what you receive is stated in writing before engagement begins
  • Overclaiming - if your data cannot support Tier 3 evidence, we will tell you and recommend Tier 2 instead
  • Lock-in - each tier is self-contained. Progressing to the next tier is your choice, not an obligation

What Tier 3 Evidence Looks Like

Tier 3 produces decision-grade evidence like our published case studies: a headline social value figure, who gains and who is most at risk, the pathways that explain the result, and sensitivity analysis - all traceable to the model.

Common Questions

Can I start at Tier 1 and progress to Tier 3 later?
Yes. Each tier is self-contained. Many organisations start with Tier 1 to understand feasibility, progress to Tier 2 to quantify approximate scale, and commission Tier 3 when they need full evidence-grade measurement.
What if my data is insufficient for Tier 3?
SVT will advise during scoping if your data cannot support full evidence-grade measurement. We will recommend Tier 2 or advise on a data collection strategy that would enable Tier 3 in future.
How long is a typical Tier 3 engagement?
Four to six months from engagement to final report, depending on data availability, population size, and scope complexity.
